PRIMARY FUNCTIONS: Responsible for performing day-to-day buying functions and assisting the Purchasing Director with administrative and purchasing support duties.  Purchases supplies, equipment and services for all agency departments while following appropriate procurement laws and regulations. Assists in assembling Invitation for Bid (IFB) and Request for Proposal (RFP) to procure services from contractors. Conducts periodic physical inventories of supplies and equipment as required.  Maintains fixed assets and updates appropriate computer inventory control system. Prepares and submits invoices for payment. Seeks out and organizes quotes and bids prepared by vendors and suppliers. Determines when materials are beyond economical use and disposes of obsolete and exhausted materials as required by law. Monitors required inspections and licenses for building maintenance and fire safety. Maintains contracts, files and prepares information for bid proposals.  Interviews new vendors relative to products and services, and maintains vendor lists for easy reference. Researches, locates and obtains hard-to-find materials. Follows up on back orders, damaged and short shipments.  Delivers mail, faxes and office supplies to appropriate personnel and to requestors. Receives and reviews requisitions from Housing Authority personnel. Requests and reviews price quotations and places orders with selected vendors for maintenance, storeroom, and office supplies and materials based on cost, quantity, quality, availability and vendor performance. Performs other duties as assigned.


QUALIFICATIONS: Bachelor's degree from a four-year college or university; or four to five years related experience and/or training; or equivalent combination of education and experience.

Preferred: Bachelor's degree from a four-year college or university and one to two years related experience and/or training; or equivalent combination of education and experience.  Degree in in Business Administration related field.  Good knowledge of HUD procurement regulations and Housing Authority policies, procedures and practices. Good knowledge of general office procedures and practices, business English and arithmetic. Skill in operating computer equipment and general office machines. Excellent computer skills to include Microsoft Office Suite - Word, Excel, PowerPoint, and Access. Excellent written and oral communication skills.

Considerable knowledge of the modern principles, practices, and techniques of budgeting, accounting, and data processing. Ability to establish and maintain effective and courteous relationships with other employees, vendors and business contacts. Ability to work under pressure. Bondable. Valid Texas driver's license. Eligible for coverage under Housing Authority fleet auto insurance.




PHYSICAL DEMANDS/WORK ENVIRONMENT: Work is principally sedentary, but may involve some physical exertion, such as kneeling, crouching, or lifting to obtain files and records, and eye strain from working with computers and other office equipment. The employee must occasionally lift and/or move up to 10 pounds, and occasionally lift and/or move up to 25 pounds.  Specific vision abilities required by this job include close vision, peripheral vision, depth perception, and the ability to adjust focus. The work involves normal risks and discomforts associated with an office environment, but is usually in an area that is adequately cooled, heated, lighted, and ventilated.
