RESPONSIBILITIES: Under general supervision, audits, reconciles and processes monthly payment vouchers submitted by property owner/agents.  TRACS (Tenant Rental Assistant Certification System) Data Analyst provides technical support and customer service to property owner/agents. Routinely contacts owner/agents within assigned portfolio to provide reminders of voucher deadlines and requirements. Conducts line by line audits of paper voucher submitted monthly by property, electronic voucher submitted monthly by property, and data contained in agency database to ensure accuracy and identify discrepancies. Troubleshoots to establish cause of discrepancies by reviewing electronic tenant data files submitted by property owner/agents and isolating any errors contained in electronic tenant data files. Notifies owner/agents of missing or incorrect certifications and assists with making corrections.  Provides professional technical support to owner/agents regarding errors contained in electronic tenant data files and develops clear and concise solutions for properties to correct errors on transmissions. Checks monthly adjustments submitted against agency records to determine denial or approval and offers specific reasons for all denied adjustments.  Ensures that all adjustments created by company database are accurate. Accurately identifies and tracks discrepancies to ensure resolution in a timely manner.  Responsible for generating and review of monthly reports for each property, creating both a voucher packet for agency records and a mailing packet to be distributed to the property owner/agent.  Forwards completed voucher packets to the Housing Assistance Payment (HAP) Manager within 5 business days of receiving a complete HAP request. Maintains call logs, manages spreadsheets and organizes workload to meet daily, weekly, and monthly deadlines. Maintains discrepancy logs, list of second round vouchers, and rent schedule implementation tracking logs.  Works cooperatively with other departments to resolve rent schedule and other property issues as they arise. Performs other duties as assigned.


QUALIFICATIONS:  Bachelor's degree from an accredited college or university preferred.  Skill in operation of general office equipment and computer equipment; strong computer literacy, in particular using Windows-based software.  Strong ability to perform mathematical/accounting computations. Ability to learn, interpret, and appropriately apply complex state and federal legislation.  Knowledge of Housing and Urban Development (HUD) regulations, in particular those pertaining to HUD's TRACS system, preferred. Must exercise strong organizational skills in order to prioritize and manage a time sensitive workload and assemble significant documentation in an organized fashion. Must be able to exercise independent judgment.  Must be able to communicate clearly and concisely, both verbally and in writing; strong customer service skills required.  Please note:  those selected for an interview will be required to perform a math test and writing sample test.
