PRIMARY FUNCTIONS:  Responsible for compiling and completing Project Based Rental Assistance Program (PBRA), and LIHTC certifications and files, ensuring that all applicable Housing and Urban Development (HUD) , Internal Revenue Service (IRS), Texas Department of Housing and Community Affairs (TDHCA) and Housing Authority of the City of Austin (HACA)  policies, procedures, guidelines, and regulations are followed. Completes Move-In, Initial, Annual, and Interim certifications submitted by property staff to ensure applicants and residents are properly documented to be eligible under appropriate HUD (PIH and Multifamily), IRS, TDHCA, and HACA rules and policies. Calculates income, assets, expenses, and deductions in accordance with HUD, TDHCA, IRS, and HACA policies. Enters and maintains tenant data in Yardi, Elite, CMTS, and TRACS software databases. Provides support for property staff regarding compliance with HUD, TDHCA, and HACA regulations and policies and software programs. Monitors regular TRACS and PIC submissions and assists in clearing errors. Submits and documents special claims and prepares Repayment Agreements in accordance with HUD regulations. Maintains working knowledge of federal, state, local, and HACA regulations and requirements pertaining to the Public Housing program. Assist in monitoring trends of non-compliance, and in the implementation of staff training and departmental procedures to address non-compliance and/or implementation of best practices. Calculates and tracks household member income for Earned Income Disallowance (EID) and Family Self Sufficiency (FSS) eligibility following RAD conversion. Reviews EIV income discrepancy reports and works with property management to resolve any issues. Communicates with HACA residents and external contacts to obtain information necessary to complete certifications and verifications. Handles large volumes of certifications for multiple housing programs. Performs other duties as assigned by supervisor.


QUALIFICATIONS: Knowledge of federal, state, and local housing programs, rules, and regulations relative to Project Based Section 8, Low Income Housing Tax Credit, and/or Low Income Public Housing. Strong mathematical/accounting skills with the ability to accurately annualize income using weekly, monthly, and/or periodic payment information.   Preferred: Bachelor's degree from an accredited college or university and ability to communicate in Spanish.  Experience in compliance department functions on properties with multiple housing programs. Knowledge of TDHCA, HUD, and/or IRS housing regulations.  Two to three years affordable housing compliance or equivalent combination of education and experience.  Knowledge of Yardi Affordable and/or Emphasys Elite software systems. Good knowledge of HUD regulations and Housing Authority policies procedures and practices pertaining to the various housing programs. Knowledge of general office procedures and practices, and business English and Math. Skill in operating general business machines and computers. Ability to communicate clearly and concisely with site staff and supervisor.  Ability to establish and maintain effective relationships with co-workers, other employees, and site staff.   Excellent computer skills to include Microsoft Office Suite - Word, Excel, PowerPoint, and Access. Certification and Licensure: COS, TCS, and/or BOS certifications within one year of employment. Bondable. Valid Texas driver's license. Eligible for coverage under Housing Authority fleet auto insurance. Those selected for an interview will be required to complete short Math quiz.


WORKING ENVIRONMENT AND PHYSICAL DEMANDS:  Work is principally sedentary, but may involve some physical exertion, such as kneeling, crouching, or lifting to obtain files and records, and eye strain from working with computers and other office equipment.  Work involves the normal risks and discomforts associated with an office environment but is usually in an area that is adequately cooled, heated, light and ventilated. Travel to other sites may involve adverse weather and road conditions.
